The official said that even at the time of formulation of the NJP, the Executive had proposed to the then chief justice that exceptions should be allowed, but its suggestion was not accepted. The chief judge had argued that the judicial officers should focus on their actual job, which was essential for speedy disposal of cases and independence of judiciary.
