Then came the 16-point Miranshah peace deal of 2006 with Hafiz Gul Bahadur and other commanders of North Waziristan. The militants agreed: (i) to end terrorist attacks in Pakistan; (ii) terminate cross-border incursions into Afghanistan; (iii) expel foreign militants. The government was to halt military operations, pay compensation, and release prisoners. Though the understanding with Hafiz Gul Bahadur is still intact, North Waziristan has become the epicentre of terrorism.
