Considering the services the NACo provides, considering they act as a go between for government and the pubic, and considering they deal with research and technical assistance as well as evaluating issues and policies, and represent every county in the United States, it's utterly ridiculous to think someone would make an assumption that they could be easily misled. They work with the government. They understand the process. They are not someone and intelligent person would consider easily misled.
