Ed is going to propose three big reforms, . First, he's going to propose that trade union members will have to opt in rather than opt out if they want to join Labour and if they want the political levy that they pay to go to the party; second, he wants people to be able to register as Labour supporters (at no cost) and for those people to be allowed to participate in the selection of Labour's candidate in the 2016 London mayoral election; and third, he wants registered Labour supporters to be able to select candidates in seats where Labour MPs are retiring and where the number of Labour Party members in those constituencies is below a certain threshold.
