It is natural for a great democratic champion to be backing civil democracy as a principle; but it is striking that America's specific complaints are mostly directed at the army and almost never at a blundering and evidently corrupt, elected government, whose exiled leaders it helped back into the country. Pakistanis too continue to take it as a truism that their country's foreign policy is imposed and determined by the army. Is this stereotype still valid? A public that is officially left in the dark by its government has no way of knowing. The 'yes-sir-America' position was taken by the COAS-president Musharraf,Michael Kors, but why should a succeeding elected civil government be constrained to follow it if it does not match its own vision? People who maintain America is more comfortable when Pakistan's masses and its army and its civil politicians are not in sync make unpleasant sense if America is considering punitive military missions in Pakistan.
